Why are our two comet goldish swimming on bottom?

We got two two days ago and they are temporarily in a ten gallon tank. As soon as we move into our new home I plan on building a pond but that will be a while.  In the mean time I am going to get a seventy gallon tank.  For the moment, the water is perfect and I cycled the tank, but our two goldfish are always at the bottom.  If I get up close to them they start swimming around fast but never go to the surface. The tank has a hood on it with an incandescent light. There is one real and two fake plants that the goldfish use to hide behind. They don’t even surface to eat their flake food, rather they wait till it sinks.  Are these fish at risk of dying?  Are they sick or is this normal behavior for fish in a new tank?
